Nokia supports UMTS proposals for IPR policy on 3rd generation technologies

Nokia supports proposals put forward at a meeting of the UMTS Intellectual Property Rights (IPR) working group, which provides a positive approach for the telecommunications industry to handle IPR concerns.
In a report titled "Third Generation Mobile: The Way forward for IPR" the working group have defined three key approaches for handling this important issue. The group is to carry out a three month "Industry Reflection Period" and is working to generate meaningful dialogue and discussion at senior levels throughout the telecommunications industry.
Nokia is actively supporting a policy to guarantee reasonable overall royalty costs which would bring benefits to end users of new evolving wireless multimedia services. The cost-efficiency of both infrastructure and terminal equipment in the new standards will play a key role when operators introduce 3rd generation Personal Multimedia services.
The number of potential owners of Intellectual Property Rights (IPR) in these 3rd generation standards is expected to be much larger than in current systems and it is important that the overall IPR costs and licencing practices are reviewed. Nokia firmly believes that for any standard, the cost of IPRs must be kept to a reasonable level which is consistent with the economics of the product segments involved.
The European Telecommunication Standards Institute (ETSI) has already announced its decision for the future Universal Mobile Telecommunication Service (UMTS) technology to be based on Wideband Code Division Multiple Access (WCDMA) radio access technology with certain key features of Time Division/Code Division Multiple Access (TD/CDMA) incorporated. Nokia is satisfied with ETSI's unanimous conclusion to support this decision.
